Did you know that from as early as 1979, the Army Corps of Engineers formally recognized that costs stemming from lost labor productivity on change order work must be considered and priced on all contract changes? Lost labor productivity can easily account for up to 50% of your actual labor costs associated with a contract change. Why then is lost productivity rarely included in cost proposals?
